Abstract
Successful, large, basin-wide programs require considerable resources and participation from a wide range of government and private sources. Most regulatory programs focus on point-source pollution to address local or regional problems, whereas voluntary restoration and conservation programs usually address only very localized concerns. However, many problems are driven by diffuse sources and require a large scale, basin-wide approach. After decades of largely successful efforts to manage point sources, two distinct approaches have emerged for the Chesapeake Bay and Delaware River.
